In order to achieve transformation and upgrading, to make progress in stability and create the situation of sustainable development, we shall focus on “capitalization”, create an upgraded version of “engineering finance”, and optimize resource allocation in order to comprehensively improve the capability of sustainable development.
The concept of “engineering finance” is derived from practice and shall better serve the practice and promote “capitalization”.The internal “capital pool” shall be fully utilized to promote the integration of enterprise and finance.Through establishing and improving the system of centralized group management and centralized fund management, we will manage fund economically. This year, we will make efforts to strengthen and improve the systems of internal operational procedure, internal job responsibility, information communication, fund authorization division, fund classification and budget, internal entrusted loan program, internal audit, performance evaluation and other systems. On the basis of good practices of the past, we will take out the assessment measures by combining the qualitative and quantitative assessment. It is necessary to systematically reduce the number of Group’s bank accounts, and deal with the long-term non-operational and “sleeping” accounts. The banking account shall be managed in an intensive way to improve the capital capacity of the “fund pool” and the efficiency of the funds, and reduce the cost of funds. The role of handling main payment business in the intensive accounts shall be fully played. We shall resolutely control and manage the basic deposit accounts of engineering bureaus and subsidiaries as well as special accounts of taxpayers and social security account. Furthermore, opening accounts disorderly shall be strictly controlled. We shall absorb external idle funds through multiple channels to expand the Group’s “capital pool”. We shall strengthen the function of financing from multiple ways and unified management; we shall co-ordinate the banks and funds to release the leverage efficiency and promote the integration of industry and finance.The fund “joint” platform shall be established to promote the upgrading of enterprise resource allocation.All business sectors shall adopt the concept of “opening, inclusiveness, integration and win-win” to attract funds with platform, stock right and project. We shall rapidly establish the fund “community” platform to strengthen the “hematopoietic function” of Group.We shall actively “securitize” the asset to promote the upgrading of capital operation.Relevant construction bureaus shall adhere to the idea of “market orientation and policy priority” to securitize the Group’s PPP project assets ahead of time. Kaida Road Materials shall continue to prepare to be listed.
